Public Campaign Finance Filing Calendars

Committees registered in the NYS Public Campaign Finance program are required to file the 2025 January and July periodic reports.  Additional filing obligations are incurred if your committee supports a committee in a 2025 election.  The 2025 Filing Calendar has been published and contains important dates for 2025 financial disclosure reports.

*Campaign Material/Political Communications (or a disclaimer stating that no campaign materials have been produced) must be submitted with Post Election reports. Filers with NYS Board of Elections (NYSBOE) must submit this campaign material or disclaimer, where applicable, by mail or via the EFS Web Application https://elections.ny.gov/electronic-filing-system-efs-web-application

** 24-Hour Notice - During these time periods, any contribution or loan which exceeds $1,000 must be reported within 24 hours of receipt via fax or via the EFS Web Application https://elections.ny.gov/electronic-filing-system-efs-web-application This same contribution or loan must also be reported in the associated Post Election report.

*** Additional Independent Expenditure Reporting Requirements - Independent Expenditure Committees have additional 24-hour notice and Weekly Notice requirements. Please refer to EL 14-107(4)(a) & (b).

The PCFB Handbook provides an overview of the New York State Public Campaign Finance Program. It is a resource for candidates, treasurers, and other campaign staff to learn about the Program and how campaigns can participate in it. Please continue to check the PCFB website for updates beyond the Handbook's publication date of December 1, 2023.

Registration & Application/Certification
Registration

Statewide candidates who wish to participate in the Public Campaign Finance Program must register a new authorized committee (Type 1P) with the New York State Board of Elections by submitting the PCF-21 Committee Registration Form. For State Legislative candidates in the 2024 election cycle, registration and application/certification forms can now only be used for amendments for participating committees.  The program deadline to register & apply/certify for the 2024 election cycle was February 26, 2024.

Application/Certification

After a candidate has registered a new authorized committee, the candidate and committee treasurer must complete the PCF-22 Application/Certification Form to become eligible for the Public Campaign Finance Program. For State Legislative candidates in the 2024 election cycle, registration and application/certification forms can now only be used for amendments for participating committees.  The program deadline to register & apply/certify for the 2024 election cycle was February 26, 2024.
