2024 Public Campaign Finance Program Calendar

This calendar provides information for interested parties and participating candidates in the NYS Public Campaign Finance program for the 2024 state legislative elections for the office of State Senate and State Assembly.  The deadline to register as a participating candidate for this year's state legislative elections was February 26, 2024.  If you have not timely registered to be a participating candidate under the public matching funds program, please adhere to the 2024 Campaign Financial Disclosure Calendar found HERE.

This calendar provides references to all public campaign finance program deadlines, mandatory financial disclosure reports, optional weekly claim periods, and the scheduled payment periods.  In addition to this calendar, all candidates should be aware of the NYS Board of Elections (NYSBOE) political calendar which sets forth all ballot access dates for 2024. State law requires three payment dates within thirty days of the primary election and three payment dates within thirty days of the general election.  The Public Campaign Finance Board (PCFB) has scheduled additional payment dates for candidates to be able to submit claims for payment of public matching funds. Dates and deadlines are subject to change due to changes in the law, election schedules, Board rules or other circumstances.  If changes do occur, updates will be posted on the PCFB website and communicated to registered candidates via email.  Be sure to check this page for updates.

State Law provides the Office of the State Comptroller ("OSC") with five (5) working days from the date it receives a payment voucher from the State Board of Elections to process and issue payments.

Weekly claims are optional and weekly claim period will start on April 22nd and end on June 3rd for the primary election.  If a committee chooses to file a weekly claim, the due date would be Monday at 1 pm.  Any claim submitted after 1 pm will be accepted for the following week.  Weekly claims will be paid at the next scheduled payment date.

Weekly claims are optional and weekly claim period will start on August 12th and end on October 15th for the general election.  If a committee chooses to file a weekly claim, the due date would be Monday at 1 pm. Any claim submitted after 1 pm will be accepted for the following week.  Weekly claims will be paid at the next scheduled payment date.

24 Hour Notice Periods: October 6th-November 4th.

 

After the elections, committees must continue to file periodic disclosure statements through the post-election audit until the campaign has satisfied all outstanding liabilities, appropriately disposed assets, and are successfully terminated by the PCFB.

Registration & Application/Certification
Registration

Statewide candidates who wish to participate in the Public Campaign Finance Program must register a new authorized committee (Type 1P) with the New York State Board of Elections by submitting the PCF-21 Committee Registration Form. For State Legislative candidates in the 2024 election cycle, registration and application/certification forms can now only be used for amendments for participating committees.  The program deadline to register & apply/certify for the 2024 election cycle was February 26, 2024.

Application/Certification

After a candidate has registered a new authorized committee, the candidate and committee treasurer must complete the PCF-22 Application/Certification Form to become eligible for the Public Campaign Finance Program. For State Legislative candidates in the 2024 election cycle, registration and application/certification forms can now only be used for amendments for participating committees.  The program deadline to register & apply/certify for the 2024 election cycle was February 26, 2024.
