PCFB Handbook
The PCFB Handbook provides an overview of the New York State Public Campaign Finance Program. It is a resource for candidates, treasurers, and other campaign staff to learn about the Program and how campaigns can participate in it.
The PCFB Handbook has been updated with the Program changes that were passed by the state legislature and signed by the Governor in 2025.

Candidate Training Session
Candidates participating in the Public Campaign Finance Program must complete the mandatory training requirement prior to their authorized committee receiving public matching funds. Please note, there are two versions of PCFB candidate training available based on the type of office sought by the participating candidate. Candidates seeking election to statewide office, such as Governor/Lieutenant Governor, Attorney General, and Comptroller, should attend the statewide-specific session. Candidates seeking election to state legislative office, such as State Senate and State Assembly, should attend the state legislative-specific session.
The Candidate Training Session will discuss various topics such as an introduction to the Program, qualifying for public funds, explanations of matchable and non-matchable contributions, uses of public funds, and other requirements and important information for candidates.

Treasurer Training Sessions
Treasurers for candidates and committees participating in the Public Campaign Finance Program must complete the mandatory, two-part training requirement prior to their authorized committee receiving public matching funds. These Program Overview sessions are tailored to the office being sought by the participating candidate and committee: treasurers for candidates seeking election to statewide office, such as Governor/Lieutenant Governor, Attorney General, and Comptroller, should attend the statewide-specific session, while treasurers for candidates seeking election to state legislative office, such as State Senate and State Assembly, should attend the state legislative-specific session.
The Public Campaign Finance Program treasurer training requirement is two-fold, with a variety of days and times offered for each session. Part 1 of the mandatory treasurer training requirement includes the informational session on the Public Campaign Finance Program and requirements, campaign finance best practices, as well as the basics of disclosure reporting. Part 2 of this training requirement is a session specific to navigating the Electronic Filing System (EFS) Web Application as a PCFB filer.

Public Campaign Finance Board (PCFB) Electronic Filing System Webinar
The Public Campaign Finance Board is offering an Electronic Filing System (EFS) webinar that will focus specifically on the use of the filing software for those who register with the PCFB. These include but are not limited to; setting up your EFS account, entering types of transactions, submitting disclosure reports, uploading matching claim documents, and amending disclosures. Completion of this webinar is one part of the mandatory treasurer training requirement for participation in the Public Campaign Finance Program. Pre-registration is required for this webinar.

Regulations for Public Comment
The Public Campaign Finance Board is accepting comments from the public on amendments to current regulations. The deadline to submit a public comment is March 29, 2026. Please submit all public comments to [email protected].
